Server 2003 service pack 2 won't install.  Failed to install catalog files

I have been trying to install SP2 for Server 2003 for the last week.  Every time, it crashes out with the 'failed to install catalog files' error.  Then 'Windows Server 2003 has been partially updated and may not work properly.' before it restarts the computer.

I have examined the svcpack.log file and it indicated a problem with about 17 hotfixes.  Installed all of these manually and tried again.  Still the same error.  

On examination the log this time stated that only 5 hotfixes failed.  Tried installing these five again but no difference.  

The hotfixes don't look like they are installing properly as they finish very quickly and seem to skip the part where files are added. (seen this on at least some of the other hotfixes that now don't appear to be a problem).

Am loathed to uninstall the hotfixes from add and remove as the system states that huge list of applications and hotfixes may not work if I do this.

Have looked at the microsoft article '822798' and gone through all 10 solutions, a couple a few times.
