Monitor Open Sessions and Open Files

When i go to Start->Settings->Control Panel->Administrative Tools->Computer Management
and select Shared Folders under the System Tools section i can see Shares, Sessions and Open Files. Since i am a member of local admin group i can view all of them . Is there are way to give someone the permision to monitor/view Open Sessions and Open Files without adding user to  a member of the Administrators group, Server Operators group, or Power Users group on w2k3 and w2k server?
