I am looking to set the default option "choose paper source by PDF page size" otherwise the PDF local Printer set it back to letter.

Okay, I'm not 100% this is the same in Standard as in Pro, but here goes.
1. Open your document, then go to the File menu and choose Properties. (Or just hit Ctrl+D)
2. Go to the Advanced tab.
3. Look for a checkbox about 1/2 way down that says "Paper Source by Page Size". Tick that.
4. Maybe check other options on that tab, as some might interest you...like switching off page scaling.
5. Save the document, and the setting should stick.
I believe you will need to do this for every document that needs this treatment. Adobe do offer automated ways of doing this, but unless you have thousands of files they probably would not be worth the cost.

Not that I'm aware of. Acrobat doesn't expose its own user interface.
Sorry, I thought it was a good answer. It will set the property on the document so that anyone opening it will have that option set by default.
If you want an automated way to do it, then look at Adobe LiveCycle Assembler. I believe it should be able to do it.

Can't you set that in Distiller under Settings/Job Options/General? Change the units to inches, set the paper size to 11x14 then save the Job.
