Windows 2003 Terminal Server error: Windows cannot access the specified device, path, or file.

Every time we try to log a new user onto our Windows 2003 terminal server, she is unable to run a program (via a desktop shortcut to an executable on a mapped network drive).  Other existing users with the same user rights have no problem running this program.

The error she gets is:

Windows cannot access the specified device, path, or file.

These are the things we implemented thus far, but to no successful conclusion:
- gave the user full rights to the mapped network drive
- made the user a domain admin
- deleted and recreated her user account

We're pretty much stumped at this point and welcome any insight that anyone may have in assisting us with this problem.
