I created a recipient policy in Microsoft Exchange 2003 that is supposed to move any message older than 90 days from their inbox and sent items to the deleted folder. This policy works very well for 122 users but for 2 of the users it will not process their inbox, it does process their sent items but not their inbox.
Here is the report for a user that it works on and a user that it does not work on, notice that the second user report does not show the inbox being processed.
