Turn Off ICS (Internet Connection Sharing) via GPO

I'm looking for a GPO that will disable ICS (Internet Connection Sharing) on any network adapter located on all of our machines that have been joined to the domain.

Let me explain the problem.  A user took home a laptop, fussed with the network wizard, and somehow turned on ICS on the wireless adapter, thus giving the gigabit port on the laptop a 192.168.0.1 static IP, and thus turning on DHCP Server over that port.  Later, he arrives at work, turns on his machine, and is a rogue DHCP Server on our network.  His machine doesn't work, but he didn't test it.  He just turned it on and left.  Meanwhile, a few machines in our network acquire the new 192.168.0.x number (our network is 10.x.x.x) and can no longer do anything.  I realize there's a rougue DHCP Server, and have find it via mac address.  When I finally did find out that it was ICS on the laptop, I tried to duplicate what was happening on a separate safe network, and sure enough DHCP Server was not running on the laptop.  Seems that Windows programmed ICS to check if it's a rogue DHCP Server, and if it finds another, it shuts itself off.  Unfortunately, we did have two PCs pick up the new IP in that short time before it turned itself off.

So, again, is there a way to disable ICS so that a user will not be allowed to turn it on, hopefully via GPO.
