Exchange 2003 permissions

On my Exchanger server through Systems Manager I added 2 new "groups" to my Global address book. In those groups I added the necessary members. I allowed those new groups to propogate over night. This morning both new groups show in my Global address book without the members. In Outlook I double click on the groups to access their properties. I then attempted to add the members again through "modify members". Once the members were added I clicked to close and got the following message, "Changes to the distribution list membership could not be saved. You do not have permission to perform this operation on this object". I am the manager of this object as well as the Administrator of the system. Can someone help me out with this issue. Thank you
