Data transfer speeds extremely slow

I am running a server 2003 environment and having a strange problem. On the domain controller my data transfer speeds are extremely slow.  I can upload to the server very quickly; however whenever I attempt to download data from the server the transfer is slow. The server is in a blade center and none of the other servers are experiencing any difficulty. The server has TONS of free memory, disks pace and the processor is hardly being used.
