Need to reboot a Windows 2000 Server remotely but can't  Hung!  Have telnet access

I am trying to remotely reboot a Windows 2000 server that is hung, but I do have a telnet login window.  I have tried all the following to no avail.  Help!

shutdown.exe, psshutdown.exe, devcon.exe, wizmo.exe  .   I have even used process.exe and killed of most all the hung processes and still can't reboot.  If I can't get the machine reboot I will will have to fly out and fix it tomorrow.  Please help.  Again, I have telnet access to the machine (windows 2000 server) and at that prompt I get ftp files onto the machine and run them as long as they don't require any input.  Just FYI.  Beyondexec will not load.  I have tried it.
