Windows Server 2003 R2 Enterprise Only Recognizing 3.25 GB RAM out of 9 GB?

I have a new HP DL360 GS server on which I've installed Windows 2003 R2 Enterprise. I have installed 9 GB of memory in the server, and it's all recognized when the system starts up. However, Windows only sees 3.25 GB. I know this can be an issue with XP and Vista when you have 4 GB installed that it will only see 3.25 GB, but Enterprise 32-bit is supposed to support up to 32 GB.

I have an HP DL385 also with the same OS and 9 GB of memory, and haven't had an issue with that at all. I'm sure there's something really obvious I'm missing, but I just can't figure it out.

I've checked msconfig boot.ini to make sure the maximum memory switch wasn't set, which it isn't.
