force shutdown via rdp, local message at the console "other sessions are active, disconnect them? "

When I want to shutdown remotly the w2k3 sp2 system, I get local at the system the warning "other sessions are connected or active, do you want to disconnect them...or like this" that means, the systems is waiting for action by the operator, else it is not going to reboot. I've heard that there was a hotfix for this issue (force shutdown" at Microsoft but not sure if it applicable for w2k3 with sp2. If yes, where can get this hotfix or how can solve this problem in order if I want to shutdown/reboot the system remotly it should do it?
