More than two Remote Desktop users at once on Small Business Server 2003?

Hello, I am getting conflicting answers on this one even from Microsoft. Basically I have a server running small business server 2003 premium and I would like to have more than 2 simultaneous remote desktop users. This package comes with 5 Cals so I expected this to work by default... but no!
I have been told I can just install Terminal services by one party and that I need to run the full blown server 2003 by another. Any help and/or instructions would be much appreciated!
