stop media server service command

What do I need to do to allow a user on a XP PC to shutdown the media service on a media server?
Im guessing
netsvc /stop \\machine_name "Service Name"
but whats the service name?
how do I give the bat file admin right with out giving the user admin rights....the user can have admin rights to that server i guess since noting else is on it, but not to the domain.
Do I have to install something on her PC?
