I can't send smtp emails using the anonymous feature in Exchange.

I have a special application with an alarming software product and we need to use our local Exchange server (SBS 2003) for smtp alarming.  The alarm software (SCADA Alarm) sits on a windows 2000 STD server (192.168.200.1).  

I have the exchange server setup and email is working fine.  I can Telnet into the local IP (192.168.200.4) for my exchange server and send mail to the outside world.

My SCADA alarming program can't sent anonymous emails via SMTP from my Exchange server.
