On a small single subnet network, can you control DHCP of more than one scope?

So the desire is to have half of the PCs in a network using one scope and the other half using another scope on the same DHCP server. The main reason is to control the gateways each PC uses to access the internet. If 2 DHCP scopes were created, is there a way to control which scope is allocated to each PC as they access the DHCP server? Apart from manually configuring IPs on each PC, is there another way to control which gateway each PC uses?
