Server 2003 not letting power users run programs why?

Hello, we are running server 2003 R2, configured as a terminal server running terminal services.  we have the same setup on another tower which works just fine.  However, on the new server here is the problem.  To run one of our programs, it is forcing us to make a person an administrator, which we don't want to do.  we want them to be power users, in the past this has never been an issue, we have power users set with full control in the permissions in terminal services mode, however it is still not letting us run our program, anyone have any ideas of why it is making us make the users administrators?Start Free Trial
