System reports an IP address conflict however I cannot ping the IP address 10.x.x.36. When I arp -a the address I get a MAC address of the NIC on a server w/ a static IP 10.x.x.1. I took the system down, removed the arp entry, pinged the address, ran arp -a again and a recieved another MAC address for another server (static IP 10.x.x.2). I took that system down removed the arp entry, pinged the address again an re-ran arp -a. It now shows the IP address tied to the first server (10.x.x.1) MAC address even though both system are down.
I thought it might be a DHCP problem so I took down the production DHCP server, setup and test DHCP server but when it assigns address 10.x.x.36 I get an IP address conflict.
