Migrating Global catalog to new server

i currently have a domain that is used for our email and blackberry service. there are three servers in the domain

1: PDC / Exchange Server #1 / blackberry server
2: Excahnge server #2
3: Exchange Proxy server (for rpc proxy over http)

i have built a new server and promoted it to a domain controller so that i can move the PDC from exchange server #1 to its own box. following the MS KB article, i am up to the step where i promote the new server to a Global catalog server. i follow the instruction but do not get the events 1119 or event 1869 logged in the directory services event log telling me that the new server is advertising itself as a GC. ive waited 4 days now to see if the replication has taken place so i can move on and transfer the FSMO roles, but nothing has happened. our AD is not too big (less than 50 account objects) and the servers are next to each other on the same switch at our data center.

is there anything else i can do to trouble shoot this issue so that i can move forward. i dont want to remove the old GC only to find out that replication did not take place. that would be disastrous for our email system
