External email accounts get bounceback "user mailbox full"

One of my clients is having a strange issue.  They have SBS 2003 and about a dozen users.  They have been notified that when their clients send them an email, they get a bounceback saying that the target user's mailbox is full.  i remoted into the server, and none of the mailboxes are over 700mb...which is definitely a safe size.  i also checked in the system manager, and there are no mailbox size limits set up.  i cant, for the life of me figure out why external mail accounts are being notified of full mailboxes, when they clearly are not.  internally though, email functions properly.Start Free Trial
