Main domain controller died, backup domain controller will not come online

Hi guys:
My company's primary domain controlller's hard drive died this morning, and the backup domain controller I have for some reason will not process logins. I believe that it has to do with the fact that I get the following errors when I run dcdiag:
Starting test: NetLogons
* Network Logons Privileges Check
Unable to connect to the NETLOGON share! (\\CTHULU\netlogon)
[CTHULU] An net use or LsaPolicy operation failed with error 1203, No network provider accepted the given network path..
......................... CTHULU failed test NetLogons

And this one:

I unfortunately cannot revive the old domain controller at all at this point, though I'm still working on it - but in the meanwhile, what can I do to make the other domain controller (cthulu) start accepting logins?
