How to receive email via Exchange and Pop3?

The issue being is that we just converted to Exchange 2007 and we are now having a problem with a mail user that used to be able to receive email at her office pc via Exchange (Outlook 2003), on her home laptop via Outlook (Pop3 account) and on her Blackberry.  Since the conversion she can only access her email on the work desktop and when she tries to download her email via her laptop with the pop3 it is empty and showing no new emails.  

Am I missing a setting in Exchange 2007 configuration to access emails via both Exchange and Pop3?  Used to be able to set the Outlook client to save messages on the server.  Can't find that information in Outlook 2003 or on the sever side either.
