The Solution Rating System

Analize slow network problem

When we open a website, it takes a bit longer than usual. even when we log onto the domain, it takes long time.
we're having two T1 lines in our office, but when i did a speedtest (several times), it showed our download speed is only around 2.1-2.5 Mbps. I called our ISP, they said that's normal for two T1s. Please tell me whether that's acceptable speed for T1 or not? we have about 100 workstations, 10 servers, also using IP phones.
we have WireShark, but i don't know how to analize it. Please show me how to find out what's causing the latency?
