Is it possible through CLI to determine what files are open by what users on the Windows server? I can "NET SHARE sharename" which will give me users, but not the files opened. I know through GUI i can view these files.
Even better would be something that coud be run from a workstation on the LAN so one wouldn't have to console-to or attend the actual server.
A version that does realtime would be a bonus, but Im happy to parse the output to a file and view or email it.

have you tried the 'openfiles' command? It's available on Windows 2003 servers and Windows XP workstations.
If you want to view the open files on a server from a workstation, download and install the 'psexec' application from sysinternals. This enables you to open a command prompt on a workstation but run a command on a remote computer and view the results in the local command prompt window.
For example:
psexec \\servername openfiles
