1.What apps will they be running
Terminals look at chippc
remote login through an ssl vpn that has rdp built in (ssl vpn from sonic wall) you will need approx 56k of bandwidth for each remote user at the gateway
to spec the terminal server will need to know the apps its running IE if standard destop (office, adobe reader and internet access) then you need to to some testing will a trial group but you could use esx server as will which will reduce the number of servers as well

My company, around 2500 employee, 600 users accessing the Network/Internet (some of them are accessing frm home too), will rent a consultant for this job.
