How to disable AD users permission to log on to any Terminal Server by default?

We have a 2003 domain with AD and every new user we creat has access to Terminal Services session by default, because the user properties under Terminal Services Profile has the "Deny this user permission to log on to any Terminal Server" unchecked by default.

Is there someway to change this default setting so it applies to all users (new and current) and we can just enable it as needed? We don't want majority of our staff to use TS.
