Hi,
I installed the Remote Desktop Web Connection on Windows Server 2003 R2 Standard.
I configured the Default Web Site under which the RDP-Web is hosted to have a server certificate assigned to it. I configured the virtual directory tsweb to disallow anonymous access and the require 128 bit SSL.
When I access that page from IE7 I get that message bar at the top saying "This website wants to run the following add-on ...". I click on it, select "Run ActiveX Control".
Then the website reloads, the message bar is still there and I get the following message:

Remote Desktop Web Connection ActiveX control could not be installed. A connection cannot be made without a working installed version of the control. Please contact the server administrator.

Strange however:
I fired up my FireFox with IE-Tab installed. I navigated to the URL of my RDB-Web and chose to use IE to render that website: It works!
How to get it working with IE?
