Remote Desktop Connection Displays Some Images Slowly

Our company's users connect (usually from home)  to their remote desktops on our HP Proliant server running Windows 2003 Standard SP2. Some applications have very delayed responses or freeze. When some images load they update in large blocks that wipe across the screen. I have the visual effects set to "Adjust for best performance" and classic Windows interface. No wallpaper.
