Problem setting up SBS server 2003 to allow remote desktop

I am running SBS server 2003 and I am using the Remote Access Wizard from the to do list and I keep getting the following error:
*** Running IExpress to build the package returned ERROR 80004005
*** ERROR: Cannot delete temp directory CMP49.tmp
Specifying error location (in CMAK) returned OK
*** CRRASCommit::CommitCMAK returned ERROR 80004005
*** CRRASCommit::CommitEx returned ERROR 80004005
I am attaching the complete rraslog.txt file.
it looked to me that the RRAS wizard failed to create the CMAK package: SBSpackage.exe in the clientapps directory which was in the default location on the standard C:\ClientAPPS location.  
I tried moving to the folder using the instructions from http://support.microsoft.com/?id=830254  (830254 How to move the client programs folder to another location.) which I then moved the folder to E:\ClientAPPS and rebooted. I tried to run the Remote Access Wizard again with the same problem.
Anyone got any idea how to fix this?
