Terminal Server licencing activation problems... Installed 5 CAL still only allows two logins

Hi All,
I am a novice server 2003 user. I was in trouble with just using 2 terminal user (built in account) for access to my server. I purchased a 5 user cal open license. Upon purchasing I received a licence number and agreement number. I Then went to terminal server licensing in the administrator tools and followed the activation. The activation it seemed to work but whenever I tried to create 3 connections from my laptop gave me the usual error of you have exceed the connection limit. Am I doing something stupid is there a procedure for enabling the new license after activation. Appreciate any comments. All comments will be answered and all solutions tested Best regards Bryan.
