GPO for TS and Local Login

Hello,
I am designing a network for one corporate and 9 small branch locations. Here is what I am looking to do.

I need to allow the user to login to their computer using a dial-up VPN connection to obtain GPO for folder redirection and computer usage controls.

I also have a need for this same user account to login to terminal services to use POS software.

I need to be able to disallow the user from shutting down the server or accessing any files or apps on the server other than the POS software, while allowing the user to have control over shutting down their local machine.

One thought, does the local GPO override the OU GPO? Can I push settings to a computer's local GPO remotely?
