Should I be using per device or per user Terminal Services CALs in this environment?

This company has 1 main Terminal Server used by multiple workstations, users, and remote locations. We have been having issues with temporary CALs expiring and users being unable to connect.

The Terminal Server is currently on  a Windows 2003 server and the licensing is currently per device. This same server is also the TS licensing server, within that there are two things.

1. Existing Windows 2000 Server - Terminal Service CAL Token (per device) - Total = unlimited, Available = unlimited, issued = 49

2. Temporary Licenses for Windows Server 2003 - Terminal Server Per Device CAL Token - Issued = 48

Looking inside the existing Windows 2000 section there are CALs assigned to devices, some devices have multiple CALs, some of the CALs were issued as far back as 2005, and some of the CALs were issued to devices that no longer exist or should not have gotten a permanent one. The temporary license section is basically the same story.

I want to get this Terminal Server running flawlessly and legally. We have approximately 30 desktops/laptops that could potentially connect to the server at one time, however typically there are only 10 to 15 concurrent users.

So my questions are as follows...
1. What type of licensing mode should I be using in this situation?
2. What are these 2000 CALs and are they legit and where did they come from?
3. If these 2000 licenses are legit can I clear them out and reassign them?
4. How do I make this temporary CAL issue go away forever?Start Free Trial
