what is the proper way to Install Citrix Presentation Server 4.5

here is the situation I've been trying to setup Citrix presentation 4.5 on a small network five computers and one Windows 2003 server setup as the DC.  they also have a 2000 server but is every old hardware at the present time they are connected to the 2000 server running Citrix presentation server 3.0 the reason they're got the 2003 server as to improve the hardware  and  Performance also to install the latest presentations server on the new server

which is not yet online.  I have set up terminal services on application mode on the new server  which is required for Citrix presentation server and that is working ok  my problem is I cannot complete the setup for presentations server 4.5 without any error this is the error that I usually get   halfway on the installation i get Installation ended prematurely because of an error the error number is 10001

the event viewer repeatedly  show the following error

Group Policy processing aborted.
