The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Because of the way the system is set up, the most important variable in this equation is you. Should I place my Terminal Servers in a Cluster?

I'm setting up terminal server for 5 sites that connect to my data center. I need some advice here's the setup;

I've got 5 sites, 10 terminals (or pc's being used as terminals) at each site for a total of 50 possible users at one time.
I have 2 servers that I would like to use as my terminal servers. The Specs are 3.2 Xeon, 2Gig memory(can be upgraded) and 200gigs worth of hard drive space (also can be upgraded) running Microsoft Server2003 standard.

My thoughts were to split the users 25 to each server. However I don't really know if you can tell your terminals which server to use.
 I know you can cluster the terminal servers but don't you have to have MS enterprise server to do that?
