Need to take shut down command away from TS clients

I need to make the Shut Down disappear from the TS clients on a Win2003 server. I fear that a normal client will be able to shut down the server.

I went to this article: http://support.microsoft.com/kb/278295
However, it's directions set a policy for a user on the domain that will take the button away from the TS client as well as their workstation. I do not want to take it away from the workstation, just the client.

The TS is used for a specific software application. The users log in to the domain controller on their workstation, and the same domain for TS client.

Hope this makes sense and there is an easy correction.
