Why can only those in the Administrators gain remote access and Remote Desktop Users cannot?

I have recently deployed a Server 2008 Standard Dell Power Edge 2900. Active Directory, DHCP, Terminal Services, and DNS were all set up through the Roles Setup Wizard. I have a bulk license for 20 terminal services licenses. Everything is working fine.

We have several users that will be logging in using Terminal Services to access programs running on the server. Right now only those in the Administrators group can login to the Server. I have the other users set up in Domain Users, and Remote Desktop Users. I do not want to have everyone set as an administrator just to gain remote access.

Here is the error message I get when I try to remote into the server with one of those users:

To log on to this remote computer, you must be granted the Allow log through Terminal Services right. By default, members of the Remote Desktop Users group have this right. If you are not a member of the Remote Desktop Users group or another group that has this right, or if the Remote Desktop User group does not have this right, you must be granted this right manually.

What are the Allow log and the Terminal Services right?
