Can not open file from shortcut or double clicking file name

On the surface, this seems like a file association issue. On a terminal server box I manage, the users are unable to open an Access database by double clicking on the desktop shortcut. I did further testing and you can not open the database by clicking directly on the file within the folder. We get about 1 - 2 seconds of hourglass, and then nothing. With Task manager open, there's no indication that the program tried to launch. THere's no msaccess.exe process in the process list so it didn't hang. There are no references in the event viewer to indicate a problem. I have right clicked the file and reselected 'open with' and made sure that the program chosen to open the file was indeed Access.

The database will launch if you open Access first and then launch the database.

While this is not a huge problem, it is somewhat annoying.

If you have any suggestions that might help me solve this, I'd appreciate it.
