ip issues on Windows XP

I have a pc that is unable to remote desktop OUT to pcs on the network nor to outside pc's. Other pc's on the network can get to these same pc's. It is possible to rdp into this machine. Also, the pc can not connect to another service on the network that is on another port as well (3000) and the other pc's on the network can reach this machine and service.... I have stopped and started the Windows firewall, I renamed rdp and that did not work and I received' Could not open
connection to the host on port 3389' This problem is not confined to
port 3389. There is an ap that the users use that is opened by a
browser and then :3000. This does not work either.
