Font smoothing issues with the Microsoft RDP font smoothing hot fix applied

I have installed the microsoft hot fix to enable the font smoothing through RDP connections to a Windows 2003 Terminal Server,  Everything works fine as an admin login but the standard user accounts are not enabling the font smoothing option,  I am not sure where to go from here because the documentation for this hotfix is weak,  from everything I have read,  it should just work after installing the hotfix, and it does but only for the ADMIN logins,  im sure its a group policy or registry setting somewhere but I am hoping someone can help me track that down,
