Access a remote desktop through a VPN

I would like to implement a cost effective solution to allow my business users to connect to their business desktops from their own home PCs without the use or cost of a VPN.  I have reviewed Windows 2008 Terminal Services Gateway with ISA which provides all the functionality and security but with a $60 TS CAL per user.  

The scenario is the business user is stuck at home but needs to access his/her business desktop to run their work applications.  We have RDP port blocked on our firewalls but port 443 is open and would like to see how we could implement a solution without any end user licensing costs such as TS CAL.  The solution is to be enabled for multiple users.
