2003 Terminal server can't find licensing server

We have an environment with 2 - 2003 Terminal servers.  Both are working fine and accepting connections.  "Server1" is configured with both Terminal services and acts as the licensing server.  "Server2" is configured with Terminal services, but can't find "Server 1" as the licensing server - either by name or IP address.  Initially it comes up with "no licensing server can be found in the domain . . . ", when you try to connect manually, it comes back immediately with "Windows cannot connect to licensing server"

I went back to Server1 and checked activation and it had expired - I reactivated server and there was no change is behavior on Server2
