The file type tab doesn't come up when I open folder options and I am logged in as an admin, am I missing something?

Browse All TopicsThis is on TS 2008, Im trying to make it so all users on terminal server who open up jpeg files have them opened in Microsoft Office Picture Manager by defualt.
Is there a good way to do this besides logging in as each user and opening up the program??

Right click on any .jpg or .jpeg file select the open with option. Navigate to the program you want. Then you have the option check the box to alter the settings making this application as the default to open these file types in the future. The link above references applications that will let you from one location alter any and all file types that you want without the need to locate a file with the appropriate extension.
Alternatively, within the help and support (start\help and support) search for "change file type associations"
As it's Windows Server 2008, you can use Group Policy Preferences
Create/edit a GPO and add the file extension with the expected program by using
User Configuration\Preferences\
To make user configuration settings apply when linking GPO to OU containing computer objects, you nead to enable loopback processing in the following policy setting. If that isn't enabled, only computer configuration settings are applied when linking GPO to OU containing computer objects.

Associate the .jpg extention with the Microsoft Office Picture Manager via the folder options/file types under the view menu as you would on any other windows system. jpg, JPEG.
