How to mass import or create user account on Stand Alone 2003 server (no AD)

I have a new stand alone terminal serve  that will be replacing an existing server.  I'm able to export user accounts using the local user account manager - export to a .csv  or txt file.  And I'd like to be able to import that user list onto the new server, vs create them manually.  I have seen a lot of info for how to do this using various tools, but they seem to need Active Directory to import/export.  Any quick and easy tools for doing this in a stand alone 2003 server environment?Start Free Trial
