Need to restrict Remote Access

We have a router that goes to the Internet. Inside our network we have a Windows 2003 Terminal Server.
While at work, users just use Remote Desktop locally to access the Terminal Server. From home, they use Remote Desktop to hit the external IP of the router, which is set to forward packets to the same Terminal Server they use while at work.

It's a handy system, if not all that secure! I'm fairly sure RRAS can be used to restrict user access, but cannot work out exactly how this can be done. I'm somewhat familiar with RRAS policies.
