How can I limit internet access for a particular user to just 2 websites using terminal services in Windows 2003?

Im looking to limit the internet access to only 2 particular websites when a certain user logs into our terminal server.  Is this possible?  I know how to completely eliminate the internet for a user but am struggling to just allow them to use 2 sites that we need access to.
