Group Policy Management Snap-In Creation Failed

I am trying to troubleshoot my SBS NT Backup problem.  The only thing in the Help File that I have not tried is:
 
Solution:  Disable Directory Service access auditing.

To disable Directory Service access auditing

Click Start, and then click Server Management.
In the console tree, click Advanced Management, and then click Group Policy Management.
Navigate to /Forest/Domains/your domain/Domain Controllers, and then right-click Small Business Server Auditing Policy.
Click Edit to open Group Policy Object Editor.
In Group Policy Object editor, navigate to Computer Configuration/Windows Settings/Security Settings/Local Policies/Audit Policy.
Double-click Audit directory service access.
Clear the Success and Failure boxes if they are checked.
Click Start, click Command Prompt, and then type gpupdate /Force to refresh the policy setting.

But when I click on Group Policy Management, I get the message "Group Policy Management Snap-In Creation failed.  Going in from another direction, the message is "Snap-in failed to initialize.  Name: <unknown> CLSID: {E12BBB5D-D59D-4E61-947A-301D25AE8C23}

Can anyone suggest what I should do to rectify the problem?
