Where could I download sc.exe to troubleshoot delayed logon time on?

Good Day Experts,

My SBS 2000/exchange 2000 server takes for ever to logon and this MS article KB883268 says that I need to run sc query on many start up services to troubleshoot this problem.  I've tried searching MS's download site and from what i've read the sc.exe file is on the sbs resource kit.  I've checked it up and down and I don't see anything for SC.exe or sc query.  Does someone know where I could download this file or does someone have a link to a MS download page that I missed?
