TechSoEasy, you put me on the right track.
The solution was to actually goin to the Add/Remove Programs > Windows Small Business Server chose change/remove and add the missing components.

Browse All TopicsI have an SBS 2003 server running but the Server Management tool is missing. The launchconsole is not in the C:\Program Files\Microsoft Windows Small Business Server\Administration location. In fact there is only one file, agrpdll.dll, in that location. I attempted to install the \i386\cys.ex_ file from the SBS CD, but this file is not in either of the three CDs. Any suggestions on how to get the Server Management tool installed.

Reinstall the Administrative Tools.
If you've installed SP1:
Log in with the Builtin Administrator
Open Control Panel > Add/Remove Programs > Windows Small Business Server 2003
On the Component Selection Screen Change Server Tools to "Maintenance" and Administrative Tools to "Uninstall"
Finish out the wizard.
Then, go back and choose "Install".
Reapply SBS SP1
If you haven't installed SP1 you will see that there is an option to "Reinstall" -- choose that instead.
