Pop3 Connector

I've got a business using POP3 connector through Small Business server to retreive their email. That works great. They have thrown me a question that was not talked about originally and I want your thoughts. They have one external user that is not setup on their internal system. He has a user@domain.com email address and gets email from external customers just fine. When an internal user sends to him however he never gets it because the server doesn't know how to send to him since he is not a user on the server. What do I need to do to have this email forwarded to his external POP3 account? Will I need to setup a user for him and forward it somehow?
