Event ID 1030, 1058 on SBS 2003

Hi all-

I know this has been discussed many times before here and my situation isn't much different than the others. However, I had some questions regarding GPMC and DSGPOFIX. I have read a great deal on this problem and have gone through a number of suggested fixes from Microsoft’s web site yet have not been able to correct Events 1030 and 1058 (your forums have been quite helpful getting me there). Here is the environment:

I have a newer client that had a SBS 2003 server installation running Exchange over it. This is the only Domain Controller.  We had to reload this machine from scratch due to a failed disk as we had no other DC on the network that replicated the AD environment. The restore from backup was a failure because it was backing up corrupted data. Shortly after we got the server up and running, we started getting the following messages in Event Viewer and I am unable to run the Group Policy tool. I did not complete all three disk installations when I loaded this server, just the O/S and Exchange.

When I try to run Domain Policy from the admin tools, I get:

Group Policy Editor
Failed to open the Group Policy Object.  You may not have appropriate rights.
Details: The System cannot find the path specified.

Event Log are:

Error 1030:
Windows cannot query for the list of Group Policy objects.  Check the event log for possible messages previously logged by the policy engine that describes the reason for this.

Error 1058:
Windows cannot access the file gpt.ini for GPO CN={xxx},CN=Policies,CN=System,DC=dcname,DC=net.  The file must be present at the location <\\domain.net\Sysvol\domain.net\Policies\{xxx}\gpi.ini>.  (Access is denied.).  Group Policy processing aborted.

Navigating to the sysvol directory under the domain name, there are no other folders or files. I suspect there was some type of failure with the promotion to DC using dcpromo.

I know about DCGPOFIX, but this machine is also running Exchange and I hesitate doing anything as far as restoring default conditions to group policy. I have added user IDs while getting these errors (they didn't start appearing until after Exchange was installed and running), but have not made any manual changes to the domain or group policy.

Here are my questions:

Will running DCGPOFIX break this machine? Since it appears as though the Global Policy was never working properly, applying this fix may be a solution but the domain environment seems to be running properly as far as users logging in, mail working, etc.  

I was going to use GPMC to back up the Global Policy, but if there isn’t anything in the sysvol directory, it seems it won’t make a difference. Is this a factual statement?

Any help would be appreciated.
