How to give permissions (log on locally and log on as service) for SBS 2003

Hello All...need what I hope is a quick answer to a setup question I have with 2003.

I need to, for one account, grant:
- logon on locally with local permissions
- log on as a service

I am familiar with the steps in 2000, but the corresponding links (Local Policy) don't appear in the Admin Tools for SBS 2003.

Any help?
